I don't like that this would possibly incentivise suiciding troops in the middle/end of a round, so you can train more and get more glory (if you're obective is getting glory for some reason that is). Troops are already pretty cheap making losing them not that big a deal.
At the start of the round you're going to be wanting to keep building and research queues as full as possible anyway, not for the glory but just because a lot of the building/researching is useful.. nay essential to have. Many are also going to minimise building troops at the very start because they don't want to waste resources on eg. lv2 units that will be obsolete a few days later. But the problem of not enough troops/fights in the late start imo would be better addressed by reducing some of those very expensive researches as you come up to empire age (there was another thread(s) about castle age being too expensive: viewtopic.php?f=6&t=501 ).
It'll also be solved by pressures from other races taking over contestable areas and the need to stop them. At the end of the day if your race doesn't build troops it's going to lose hard.
