i cant recover my old city

hi everybody,
i have long time i cant enter to game this day i enter to it as i do all the time
then i find that my count game is stopped, so when i want to recover it, i found the recover button was disabled???
is it bug ??
if not what can i do to recover it?
my hero is level 82, and all constructions are level 20.
i take lot of time to got this lvls.
so someone can help me please
